Part 21 Production Organisation
According to EU regulations, organization producing aircraft or aircraft component has to obtain Production Organisation Approval (POA).
Certification of production organizations and POA issuance falls under the competence of national aviation authorities of EU member states. However, Croatian Civil Aviation Agency does not perform inspection oversight and does not issue production organisation approvals.
The reason is following: in order to carry out certification and inspection oversight of production organization, CCAA would have to be standardized (approved as compliant with the regulation and operating standards) by EASA. This would require CCAA to demonstrate resources and competences (including experience and tradition) necessary for performance of these activities. Since no POA requests have been filed up to date, CCAA decided to withdrew from the standardization procedure.
Therefore, organization with main seat of business in Croatia seeking aircraft or aircraft production approval has to file an application to the CCAA, after which CCAA will request EASA’ s approval to carry out certification, certification review and inspection oversight of the production organisation on behalf of EASA.
